You can use the IP Deny Manager in cPanel to block access to your website from a specific IP address.

Click on the "IP Deny Manager" icon, and enter the IP address you want to block.  Click the Add button to enable the block.

On the IP Deny Manager page, you can see all the addresses being blocked.  To unblock one of them, select it from the list and click the Unblock button.
