Please see the Knowledgebase article titled "Can I send SPAM or other unsolicited email?" By purchasing the list from someon, even a "reputable company" to send any emails to anyone on that list would still qualify as unsolicited because IF those list members gave out their email address willingly, they certainly didn't do so with the knowledge that you would be advertising your product.

A mailing list MUST be "double-opt-in" meaning: First, they initiated the request (either in email, filling out a form, etc.) and second, they must confirm their request by responding to an initial email indicating what they are subscribing to. If they do not respond to your first message, any further correspondance with them would be unsolicited.
